The bins around my way don't seem to get overfilled, the people just throw it all in bin bags and leave at the corner of the street outside my house.

A COUNCIL is threatening to collect bins on a three weekly basis amid a crisis in its environmental department.

And ironically they're proposing to issue fines to members of the public who have too much rubbish in a controversial fixed penalty scheme.

Residents of Flintshire have been warned that bin collections will be curtailed if “the worst comes to the worst.”

The council, which is proposing to close up to four recycling centres, have been slated by members of the public on social media who are opposed to their controversial proposals.

At a council meeting on Tuesday, ahead of the local government election, politicians raised concerns that funding cuts are preventing them from meeting Welsh Government targets on recycling.

Councillor Chris Bithell warned that funding cuts will lead to less regular bin collection services.

He said: “We may have to consider three week collections if the worst comes to the worst.

It’s not come to that yet and we want to educate people.

He also defended the authority’s proposed controversial fixed penalty plan - which will see members of the public be fined for excess rubbish left with their scheduled collections.

He added: “Most people are going along with us but a small minority of people are not playing ball.

“We’re not using a sledgehammer to crack a nut.”

But the council, which has the highest rate of fly-tipping in Wales, has come under fire from residents who are concerned further cuts to their service will only exacerbate the issue.

Facebook user Corinne Elizabeth Reynolds said: “So they are doing this and they are on about closing skips. Look out for more rubbish to be fly-tipped in our beautiful countryside, or pollution of the air as people burn rubbish.”

While resident Jessica Kyle said: “What an absolute joke – I recycle and every week have an overflowing black bin, the same as many other households.

“I wonder which bright spark came up with this proposal? Do they think they can monitor which households the side waste actually comes from? My black bin stands alongside many other black bins at the end of a row of houses.”

The council says it's fixed penalty scheme will not be implemented until September 2017.


Perhaps a monthly collection will send the right education message.

Weekly collections, like in the old days were for more than just convenience, removing decomposing waste regularly, is also to stop the spread of disease and, those things that readily carry such diseases.

Like jimmy mentioned, rats.

The way I see it is the people are being forced to pay the Council for a service that they are not delivering. If the Council can't cope or provide an affordable reliable service then they should give us a choice to not pay for there service enabling us to choose another option.
None of us are ever more than a few feet away from a rat no matter where we are.

I felt 'you' was more appropriate as, whilst I intended 'you' to be taken generally, I was also hoping to speak to the conscious 'you' that we all independently have, again this shouldn't be taken personally, as it doesn't mean solely 'you' like an individual from a crowd. More as, a crowd of individuals.

I agree, 'us' would have fit but, personally, I don't like to associate with the hive mind/collective mentality. It tends to lead to 'for the greater good' and, the world we find ourselves in today.

I wouldn't be surprised if someone has suggested wiping out, a large number of the human race 'for the greater good'.

If the Council want to keep penny pinching to prop up there pension pot, then just put all your excess rubbish in bin bags and drop it at the corner of the street. They will then take your rubbish away one way or the other and I bet it would cost them more to keep collecting this way than to have a weekly bin service.

What does apply to you as a man/woman if you (personally) fly tip? Are you saying you can fly tip and create a smell, attract rats and disease that could lower house prices in your area for the other man/woman
Remember this "system" of so called "law" is nothing other than a false representation of "do as you are told".

No one has the right to demand or force you to OBEY their rules!

NOTHING to do with creating a smell, lowering house prices or any other inane ideas people come up with when faced with this.

The street cleaners round our way do exactly that clean all the rubbish up and put all the black bags outside my house and sometimes its left there for a few days before the council collect it in a transit pickup.
Are you saying I could have the Council Street cleaners arrested for fly tipping.

At 14 I was expelled from school. I don't think the teachers could handle me anymore after I knocked one out for pushing me.

Yep they certainly did after that experience I learnt all about the rule of self defence. I really thought I was going to be in trouble but I wasn't. I love some of the Laws in this Country, only some mind.

If people decided to put some work in ,
they could self finance dealing with the waste.
Some can be composted,
some can be recycled.
ALL People participating would be saving the council FEE;
maybe paying half to the neighbours that are dealing with it.

Hi guys

When you get the letter advising you that the collections are to be changed, or fines are proposed for overfilling - that's the time to take action.

Take a leaf out of max stutely's book and send a Notice of Rejection. Then make a template and pass it on to your neighbours, have them make copies of template and pass it on. Tell them to send via posh post.

Heck, someone could even try out the Executor letter technology.

It's time for us to stop whingeing and start doing guys (yes i realise i'm preaching to the choir....).

I take a backward step these day's, I found out over the years that you could help someone out 10 times and your the best thing since sliced bread, the one time you can't or something goes wrong then your biggest ahole on the planet. Especially when something worked for you but they mess up doing it there way which didn't work so you get the blame.
