Howard M. Appel, it's interesting why the water companies and the power companies send us credit slips. If someone owes you money, you don't send them a credit slip, so something unknown to us (that has been speculated on) is going on and it's possible they've already been paid and want us to pay/discharge again.

OK, let's take Mr. Appel's interest at face value, ignore the 'frivolity', assume he is not a shi-troll and answer his 'serious' questions.

Ready?

Because there is no 'money', ergo there can be no bills, what 'society' considers is neither here nor there, a4v IS accepted if the correct procedure is followed and we're bank should be accepted because it's acting as a bank.
