That is pretty much the standard type of response being churned out by all government agencies.
Its very important to choose the wording carefully so as not to give them wriggle room.
I also find its an advantage if you can make the same request to at least 3 different branches ,
example ,3 different councils or police forces etc.

suppose if the same request were made to ALL councils & copper forces then then pretty much the same answer would be forth coming.

Not in my experience ,some will answer the questions, others will not,and sometimes
you can get differing answers ,which could be useful as you can play one against the other.

I would agree with Dave here and one thing I advocate people do is to write to them and get a written response, this will be written in a specific language and by someone who actually takes a defined position or stance; then ring them up and ask the same questions and record them, you will find a different person is answering and they often contradict the written response.
This gives you wiggle room and shows inconsistencies on their part and this plays into your hands.
