I think this is the act and it seems its not just for VOSA but for stopping officers whatever they are.

Hi Jinxer

It certainly looks like you're correct.

From what i can tell reading the amendments you linked it is all about 'transport service' vehicles, whereas it is almost impossible for the stopping officer to impede a 'private' living man. In the event the S.O. does stop a 'private' living man he and his company could be sued, as he is not (i'm assuming) operating under an oath.

Yes at the moment VOSA can only check driving documents that are part of driving goods vehicles, but they also can stop private cars to check them under construction and use regulations. I think I also remember reading some time ago about the neighbour hood watch coordinator being able to issue fpn's but I might of dreamt that one lol. I'm not a full shilling most the time.

No it hasen't, it was called for and never went through, but that may change in the future.
