The story in the first link is about Canada, personally I do not know anything about Canadian law, or the broad groups of people that Mr Jason K. Yamashita is referring to.

The following ruling at appeal in the uk was pretty recent, 2017 := "Local Government: Scope of power to prosecute" https://goodf.forumotion.com/t962-local-government-scope-of-power-to-prosecute

Whilst not specifically related to the first post, it may offer some legal/lawful, statutes/acts and common law reflection Phillpots.

Its their way of fighting back, in their document they always claim the "legal" so they are only ever referring to the legal or dead entity and not the human being and it is obvious they do not want this into the domain of the lawful as they are stuffed and wholly stuffed. It is of note that they take a position of "we can do it to you but you cannot do it back to us" as they dont like it and that they are adopting a defensive position of fear by turning that fear on the consumer to get their way.
