So got an interesting problem with an ISP.
I would quite be happy to pay their proposed fee every month and even do it early
with the slight problem
they are not actually sending a bill.

What I am getting each month is an email notice that my bill (which they didn't send) is overdue and this is accompanied by a late payment fee.
 So I've been paying the regular fee when I have the correct references and flatly refusing the late payment which is entirely their fault and that's been going well so far.
 Got to the point where they are now cutting me off and presumably want the backlog of late payments settled.

This situation is so bizarre that I can hardly believe I am writing this.
 I mean most of the time companies are chasing people for alleged debts and here I am having to chase them for the invoice which I'm more than happy to pay.

Anyway if the good members of the forum could give me some pointers.
I would like to insist upon receiving paper bills, I don't want an e-bill I want something physical that I can reference and attach things to. Also I have to go to time and extra expense of printing out an e-bill.

 In case anyone's wondering yes there is online account where presumably you can handle payments but thanks to the klutzes at their IT department they set me up with the wrong email address and I have been unable to access that since the beginning.

How important is it for you to stay with your current ISP? The sound a shower and maybe the best bet would be to move. This can now be done purely dealing with the new provider, it doesn't need cooperation with "losing provider" as they are termed.

I'm not sure I know any that send their bills on paper though. Maybe BT retail would.

Dear Sir/ Madam

With reference to my account .As you are aware I have been making the payments on this account as
best as I am able to. Unfortunetley I am not being providing me with an invoice to which I am entitled
to. This is due to the incompetence of your IT department ,to which I have made you aware of.
You are continuing to add late payment charges to this account .These charges are only accruing due
to your seeming inability to provide an invoice to which I am entitled.
Does your company pay any account without receiving an invoice ?
I am more than willing to make regular payments on time in accordance with our contract upon
receipt of a vat invoice.
I will not however be paying late payment charges that have arisen due to neglect on your part.

Try that ,or words to that effect

Believe me flying fish I am beginning the search for a new provider and will be switching when the minimum length of the contract is up which unfortunately will not be for several months.

I seem to remember something in bills of exchange about withholding payment in the absence of a proper bill, hopefully that disallows e-bills. I'll have to see if I can make sense of it.

Surely the Bill of Exchange Act is only relevant if your dealings involved a Bill of Exchange. That seems unlikely to be honest. Check the definition in the act, it's pretty clear.

Bills of Exchange are essentially securities & we all deal with them everyday.

You can look up the definition of a Bill of Exchange & those are only used in limited circumstances & not too much from what I gather, but when dealing in commerce then we all deal in Bills in Exchange, cash, cheque, debit/credit cards etc.

A cheque is a B of E, I'm not clear how cash, credit or debit cards could fall within the definition.

They ALL fall under BOE 1882.

In films & even if you speak to someone from US you can hear at times "here is a $20 dollar bill", OK here you don't or at least I have never heard of someone say here is a £20 pound bill, even so there are all prom notes.

If you research below Lord Denning stated that prom notes must be treated as cash.
