Its Coming Here, Oh, Its Already Starting
In the USA there is a new trend emerging to take away your rights and this currently centres around Walmart (who own Asda in the UK) and Costco who also have UK stores trading mainly as wholesalers to the public, so what is this scam and is it lawful? actually its totally illegal. In the US they have receipt checkers on the exits and as you exit the store they are stopping people and demanding their receipts to prove they have bought their goods, and they are getting huge queues at the exits, so is this legal in the US? no, because it breaches the 4th Amendment rights.
Here in the UK Decathlon have tried something similar and this is a variant of this and it was for people paying by cash and they were being asked for personal information such as postcode, name, and house number and I highlighted this issue as it was obvious that Decathlon had a store security guard stopping people and asking to look in their bags even though he watched them paying for goods and had no evidence of people stealing, the reason, to look in peoples handbags and find personal information and if this failed they were demanding people give their personal information which is both unlawful and theft of intellectual property.
We have tried this out using 6 volunteers armed with covert body videos and when they paid by card they weren't stopped, but pay cash and everyone was stopped and the security guard demanded he search them and everyone refused except Angie who is a roughneck anyway, when the security guard tried to grab her she simply threw him and broke his arm and then reported the incident to the Lice who decided not to prosecute him so she bought a private prosecution and won.

What powers do they have in the UK, actually none and like the po-lice its consensual and if you refuse consent they actually have less power than an average citizen, they have no rights to detain you as this would be an unlawful detention and if they touch, or try to impede you leaving this is actually assault and battery if you are touched.
At what point is there a theft? actually not until you have left their premises, and what defines their premises? if they have a shop and their own car park then you have not committed a theft until you leave their car park and enter onto public property, if they are a block of shops with a common car park, its when you leave the shop.
Is this a summary or indictible offence, actually it is generally a minor offence so it is a summary offence and has no power of arrest or detention.

I’m a member of Costco and Makro, Costco do check receipts on the way out but Makro does not, I’m not sure what they actually check for because there is no way than can check the receipts against whats in the trolley as quick as they do, not sure of the point of it tbh, theres usually two people doing it on busy days

Yep these things are ever so EVER SO gradually trickled along in time to exploit your typical (sheep) human nature which is to become acclimatised and accepting of such exploitation...

Actually I think it goes deeper than that, I suspect it is exploitation of a maxim of law which says any unrebutted claim stands as judgement and judgement stands as law.
This means they automatically make claim against every customer and unless the customer rebuts their claim, they are making their own law and getting this introduced and accepted by the public, look how many others do it, Lice, DWP, Councils, and many more; so this looks like the future, and your common law rights are eroded entirely.

Costco are a different matter as you have to sign up to be a member as they trade as a wholesaler, and many wholesalers also make you sign up and you have to present a trade card as you enter and again at the tills, and signing up means you are signing up to their contract and contractual conditions, and it is listed plainly in their terms and conditions.

Costco UK DO ask for your receipt because one agrees in the contract. The guys count the items and look at a total number on your receipt. If they don't match then they investigate. It's also a good deterrent against tea leaves!
I shopped there in my time and it's a quick thing if they don't find anomalies.
