How does the following work for a canoeist paddeling a canoe that only has room for one person?

“vessel” includes every description of vessel with or without means of propulsion of any kind and includes anything constructed or used to carry persons, goods, plant or machinery, or to be propelled or moved, on, in or by water.

That's an interesting point. They seem to have defined "vessel" as meaning "vessel". I suppose the point is that they're not limiting the provision to only power driven vessels, unlike say Loch Lomond. So I guess it comes down to the normal english language definition of "vessel".

The Canal and River Trust clearly think a canoe falls within this definition. But then again they thought that of a houseboat and the courts have disagreed.
