This get's better ,
So having been given a key as though it is his property to a hatch type door suggesting he has no access to my property ,
Remembering this guy has been filmed by our window doorstep camera on our property taking photos right outside our front door ,
I have just realised today that he has been very sneaky and what looks like a fixed panel top and bottom actually have hinges and bolts so he can access our property directly from his at any time he chooses ,
Given that we are about to make our front garden completely secure and 6ft fence all around this is concerning to say the least ,

How about fitting bolts on your side, so the panels can only be opened if unbolted from both sides? A lock as well if necessary.

It's his property he erected a fence .
I am however going to put a full 6ft x 3ft panel my side .
He will have to ask me for access ..
He has effectively given himself access to somewhere he has no right to .
There is no right of way etc ..and none needed .. it is just one double size meter box slap bang in the middle of the centre line of a pair of semis ..
It opens my way although they ripped it off it's hinges when they moved in so it's now hung off 1/2 a hinge when not locked ..
I just can't see that he can force me to need a key to access my own meter which is half on my side then use it as a means to have a full gated access .

Just a thought, Have you considered getting a box put just on your property and getting someone qualified to fit it ?

To be honest D yes dependant on price ..
But..
That wouldn't stop it needing access to the joint one which is half over my boundary ..
What I really want is a law that let's say ' trumps ' his anticts ..

I was just thinking of a way to resolve it once and for all,
As i understand it the present box containing your and his meters are located exactly on the boundry line ?
If you put a new box on your side & had your meter shifted to that ,it would be problem solved. If its lecy only i would think the cost would be reasonable.
If at present your meter is situated on your side of the property line ,he cannot have any right to impede your access.

Yes .. D ' I would love that..
The prob is the "cupboard" at the mo is 1/2 way between the two houses ..
So if I got my own ..
He would still need access to the big cupboard as his would still be in it ..
I reakon it's 18" x 24" min ..
So he has to be able to open it ..
If it where so easy I'd of done it years ago ..
Hope that makes sense ..

Just thinking aloud, Could you contact your supplier, requesting they install your meter separately on your property,as you have serious concerns regarding your neighbours conduct and the security of the meter. Tell them you can no longer be held responsible for the meter and its accuracy whilst your neighbour has access to it.Also point out that on occasions you are unable to access the meter due to his actions.

The only fair way,  as he's being an arse, would be each of you to have your own lock and key. Arranged either (a) either lock, on its own, gives access. Or (b) both need to be unlocked for anyone to have access.

(a) means either of you can access the meter(s) whenever you feel like it
(b) either can only access with other parties agreement
Both mean a supplier can't just turn up to read or check ths meter, but in that respect (a) is no different to if the meter was inside your house.

If you have a smart meter you don't need physical access nearly so often. I still take snd record manual readings now and again just in case. That can be done from the IHD but it might not work where the meter's the other side of an external wall, ours doesn't.

Tha ladders are just there as I had just spotted the bolts top and bottom and used them to look over and confirm ..they don't live there .. this area will be cleared when the fence is up ..

Begin at the beginning and check the property deeds and verify the fence is actually his as each property has a boundary and if he has fenced on your side his fence becomes yours and that is enshrined in law; your local council will also help and clearly state which side of the property is your responsibility when viewed from the road or pavement normally.

let me explain this more clearly, if your side is the right hand boundary when viewed from the pavement and he has put a fence up on the right hand side on the boundary then it becomes yours even though he has paid for it and its erection, you will get this in writing from the council. Next comes the actual boundary and if this is exact;y on the boundary it becomes joint unless there is a formal agreement/contract in place and you can tell him to move it to his side of the boundary.

Thankyou assassin..
The houses are a private culdesac 4 and the gardens originally had no fences and in the deeds where not allowed in the first 10 years they where built in 1987 .
The fence he has put up is on his side of the centre boundary by a hairs breath .
It is on the right side of my house as you look at it .
The fence isn't the issue all though if I could claim it that would be a win .... it's the fact I have to use a key provided by him for his lock and now the issue that he can in effect open all 3 "hatches and walk straight in to my garden where he has no permitted right of way.
He has made it look like and stated just the centre hatch opens the same depth as the meter cupboard and that the other 2 above and below are fixed . .. when in actual fact all 3 open to make a full height gate he can walk through when ever he likes
