Police officers can only stop a car with reasonable suspicion, and once a legitimate stop has been made then they can then use 163 to require the driver to provide details.

Lice have merely adopted this and incorrectly interpreted it and state they are using 163 to stop the vehicle, this is incorrect and Leics lice paid me out for an unlawful stop and found I had been unlawfully stopped and section 163 cannot be used to stop a vehicle on its own, in line with the CoP guidelines.

Surly it's "acting within the bounds of the law " that 'entitles' a cop to just ask to see your license? Having section 163 to hand gives them the OK.

Unless it's been in a court case otherwise?

It was Tom, it is merely a lice interpretation and manipulation of the regulation and a constant abuse by them along with getting away with it which prompts them to do this and word spreads when they keep abusing it and getting away with it.

What reasonable suspicion do they have to suggest you don't have a driving license?

This raises an interesting question, if a car is fitted with a stop start system then if the vehicle stops at traffic lights and the stop start system kicks in and stops the engine then it is perfectly legal to use a mobile phone as one of our company vehicle drivers found out recently when his engine was switched off at traffic lights and he picked up his phone to look at a text. Lice spotted him an issued a ticket and it went to star chamber (fake magistrates court) and our company legal team tore them to shreds.

In the distant days when I watched TV, I recall the BBC constantly broadcasting
things like Mock the week ,where the words fu*k & fu*king were constantly
being uttered.
So on the basis that to utter those words is a crime,I would in that guys position
report a crime to the pig. What is he going to do then ,will he refuse to take the report
of a crime ? The same crime he is trying get a prosicution for.

Sadly i can top that , warning you might get angry after seeing this harrowing evidence of Police Terror, i know i did. I know the story of this women too she has been brave enough to speak out against forced adoptions and collusion within councils and the Police (financially in it together) after having her family wrecked by the same, so they have been hounding her with armed police, this response was the result of an unfounded allegation by a mentally unwell and heavily drugged patient at Detention ward, who later refused to confirm the same ... i kid you not.

The YT comment by fallen eagle the ex cop is on point ... political and dissident gleening of information being used to harrass people, this is going on in the Courts too, i was in Crown a while back with some one and just because he said "i am present" to the prosecutor in the lounge after she said are you represented in person, he was immediately asked "are you a freeman on the land" and labeled accordingly during the proceedings.

Not ANPR database, the PND database as this is not monitored or regulated and any Lice can put whatever they like onto it.

Note the wording "routine stop" which means it is an illegal and unlawful stop because they have to have reasonable suspicion to stop a vehicle.

That all Grants and Promises of Fines and Forfeitures of particular persons before Conviction are illegall and void.
