Smart Meters do NOT come under Health & Safety Boards Act 1954. Right to enter is to fix escape of gas, replace pipes & fittings. Electricty is to make the supply safe (whatever is causing a fault). People can opt out of having them fitted if they want.

I have had energy supplier trying to gain joinder with me to fit smart meters but I totally refused, & so far still have analogue meters in.

This episode to me is BS, probably the energy company have issued thier own "warrant" as a lot do. May be best thing to do is spark that bloke out for breaking in.

"Smart meters will be rolled out as standard across the country by the end of 2020. But there is no legal obligation on you to have one." The only obligation is to set off the public debt to the amount specified on your statement.

If I was the woman in the video I would go out of my way to force the energy company to reinstall analouge meters.

Note they claim they have a warrant signed by a Judge, she never received any paperwork from Spark or the court, so where is the warrant and more important the judge now liable from the signature, if it is actually signed by a judge.

More importantly they have a locksmith, she has been given two keys so how many keys have they cut using the locksmith who contracts to them, and if she has bailiffs chasing her, will they be given the keys so they can gain entry?

Correct assasin, new locks generally come with at least 3 keys. Change the locks again where she has all the keys.

If anyone has this sort of thing happen to them, at the point where they are at the door BEFORE starting "work", demand they show a completed risk assessment, along with proof of public liability & professional indemnity insurance. They could simply be cowboys not really knowing what they do.

Also you require of them a completed certificate of work safety with names & signitures to show the work is completed to a proper safe standard.

Could also ask to see proffessional qualifications to install meters before starting.

Looking a little bit into the background of the technology and industry practices the thing that stands out is the ability for a provider to switch a smart meter into prepayment mode. And for debts or alleged debts to be "loaded" onto the meter. I don't know this for a fact, but I would be pretty sure that they could make this switch without needing a court order.

They cannot get a warrant to switch to a smart meter, if, as they often claim, then you need the signed warrant as a Magistrate is now liable for acting ultra vires and you should bring a claim against them personally as they can only issue a warrant for safety reasons and not to change a meter.

on mine it has on it Property of South Wales Electricity.
When another firm contacted us regarding the removal of, we told them that we needed written authorisation from the owners regarding it's removal. Haven't heard a peep since in over 2 yrs
