Where is those memos is this set out? I've only skim read the two documents, but they appear to cover solely the affect of viruses on the immune system and the consequential effects. There's a reference to vaccines in the first one ...

Further thought should be given to the potential beneficial or harmful effects of passive protection with immunoglobulins containing cytolytic antiviral antibody or with vaccines (e.g., rabies vaccine) that might induce cytolytic antibody.
