more from someone else who's knowleageable:

Paid Protection For Partner Agencies

A penny has well and truly dropped for me with regards to police attendance during forced entry under warrant for gas and electricity and it is apparent from the studied behaviour of police in addition to the police standards commission responses to complaints and my own interaction with a police sergeant following the break and enter to my own home.

I draw your attention to the following description in the gas/electricity legislation for whom the right of entry is applicable to:

[F3“employee” means—
(a)
in relation to a gas operator, an officer, servant or agent of the operator and any servant or officer of such an agent; and
(b)
[F4in relation to an electricity operator, an officer, servant or agent of the operator and any person authorised by such an agent];]

The sergeant I spoke with on the phone regarding the incident at my home referred to the Revenue Protection agents as "partner agencies" and in recent correspondence to another family regarding an unlawful entry facilitated by police the indication was that the police were under instruction by the broker to act on their behalf.   This was not stated directly in writing (although the constable who acted unlawfully did state verbally that he was authorised to use force by the utility broker) but it was evident from the acceptance that the constable acted in good faith and yet the entry was still admitted in writing to be with out lawful basis.

I ascertain that the police are for hire.  When a heavier hand is required the police are in a position to avoid prosecution under criminal law so they attend or assist to cover the illegal activities of the Revenue Protection mobsters.

They are supposed to be impartial yet they call the utility brokers “partner agencies” and take instruction from them. They are always seen walking away and having lengthy private talks with agents out of earshot of the men and women whose rights they are abusing.

Organised crime and paid police protection.  That is a very serious allegation which I shall not only stand by, I shall endeavour to expose it.

The people are coming for all of the  corrupt traitors...

Police Federation handbook page 2

Every sworn police officer in England
and Wales is a Constable,
irrespective of rank. It is from the
Office of Constable that each officer
derives their powers.
On appointment each police officer makes a
declaration to “faithfully discharge the
duties of the Office of Constable.” In
England and Wales, police officers swear an
of allegiance to the monarch; this is to
ensure the separation of power and political
independence of the Office of Constable.
The Office of Constable means a police
officer has the additional legal powers of
arrest and control of the public given to him
or her directly by a sworn oath and warrant.
These are not delegated powers simply
because they have been employed as an
officer and officers are not employees, they
are not agents of the police force, police
authority or government. Those who hold
the Office of Constable are servants of the
Crown.
Each sworn constable is an independent
legal official and each police officer has
personal liability for their actions or inaction.
The chief officer of the force to which the
constable is attached also has a level of
corporate responsibility.

Police officers have access to most statutory
employment rights afforded to employees,
but it is a criminal offence for police officers
to take industrial action.

“I do solemnly and sincerely declare and affirm that I will well and truly service the Queen in the office of constable, with fairness, integrity, diligence and impartiality, upholding fundamental human rights and according equal respect to all people; and that I will, to the best of my power, cause the peace to be kept and preserved and prevent all offences against people and property; and that while I continue to hold the said office I will to the best of my skill and knowledge discharge all the duties thereof faithfully according to law”

The issue is getting a lot of attention now. British gas has already stated it will no longer remote switch to prepay. Note that in recent years BG have been just about the only supplier to disconnect for debt (as opposed to meter tampering or theft) so it's especially good to see any sort of change from them. Or maybe they see the writing on the wall and are just making their promise because they know the practice will be prohibited shortly.

surprised B'Gas are not remote switching because they seem to be the most heavy handed when going to fit pre pay.

I agree though the quicker this ends for all not just the vunerable the better.
