just a stab in the dark, using some observable facts about the way the system works and applying it to the core,and your question makes me think this way, id say it was infact more likely a death certificate of some sort. then they salvage what ever we should be owed. The placenta is dead tissue.?

The only time a father wouldn't need to be registered to acquire rights over his adopted child is if he married the state.

I have looked into the fetal matter subject HT act etc, and did you know the placenta has a right to a burial, we have 12 weeks to get it back before they cremate it.

Although I think that we may all be on the same outcome as to what a BC is, to a better degree, though we have different ways of getting there. I did post a little about the theory that has gelled with me, original sin. Perhaps start by looking at the two kingdoms doctrine and non-conformists penal laws to allow a better justification of that interpretation.
