Council Tax debt after a death

Good evening

A family member recently passed away ( 2 weeks ago), the local county council were informed by the family and now 2 letters have arrived at his mums house. First letter to inform her that as of the date of death he owes no council tax. The second letter is now chasing her for £433.81p outstanding from his previous bill. It looks like there was a summons issued back in May of this year. He died with no assets at all and the bills are from his property (which was rented) and not his mothers. The letter is addressed to his mothers address and they have her down as EXORS and not next of kin.

Can the council chase my mother in law for this debt?

Its my understanding that the tax is payable from the estate (assets) only not forgetting any insurance.
If he had a spouse living with him they are jointly liable .
If someone else is also living there they may well be liable now.
If however he had nothing ,no one else is liable for anothers debts.
