Actually, this has gone much further than people realise as councils corporations began passing the buck during this case to absolve themselves and blame others.

Social services is now a seperate corporation of the council and have been so for some time, they have their own corporate body and accounting as well as company registration, they make their own profits and losses and are accountable (in law) for the actions of themselves and their employees which are social workers and foster carers. They are now liable for their actions and the actions of their staff and employees and not the council, so the councils have passed the buck and accountability and liability to another corporation.

It gets worse, as social services are their own corporate body they have adopted this ethos of the council and moved liability away from themselves to another party called "the agency" and they appoint one of a growing number of specialised agencies to foster a child, and foster parents now come under the agency and not the council or social services. These agencies are appointed by social services and become solely responsible for the child to prevent these cases in the future, all foster carers are appointed by the agency and the responsibility for the carers rests with the agency as does the liability, so now the agency has both liability and the responsibility as well as the blame for any future and any future financial liability.

Now a picture is forming, the council passes the buck to social services and blames them.

Social services say hey, its nothing to do with us as we have appointed agencies and blames the agency.

The agency accepts the responsibility accepts the huge financial benefits now and if they are blamed in the future they have still received this huge income minus a share for the council and social services who must have their slice, and they accept liability and pack up their tents and shut up shop and say "were going for bankruptcy" and go bust.

A Basic tenet of a corporation is to externalize risk. Risk is considered anything that adversely affects the balance sheet and to hell with the human collateral damage.

That's why giant manufacturing corporations will pollute rivers, poison oceans, and desolate populations and require the state/tax payer to foot the bill, never mind humans carrying the reality of the cost of breathing clean air and drinking potable water and the destruction of the other inhabitants of the natural world.

In this case there is a risk of enabling child abusers when carrying out child protection services by the council corporation, that risk being the large legal costs paid in damages. So they externalize it by shedding that department, which in turn sheds it to other private, un-elected, unaccountable corporations acting as agents.

It isn't emotive, intentional or egregious, these are aspects of conscious humanity. It is cold, diabolical and remorseless because it is an inhuman force. The inhuman force, because it is completely devoid of compassion, then provides pathways for the sub-human paedophile to prey on the vulnerable. Hollywood is the current high profile example of this.

Do we not need the individuals to be targeted, not the umbrella entities that protect them?

A corporation is just a dead entity .All actions and decisions are made and implemented by men and women acting
for that corporation.
