Well today I received an email from Scarborough Council regarding my letter below:

Dear Petra Jackson
Scarborough Borough Council Reference: xxxxxxxxxxx
I write in response to a email I received from you regarding my FOI request.
Please do NOT treat this as a FOI - it is for clarification purposes only.

I hereby put you Petra Jackson under strict proof of claim, to show where
‘parking’ is defined under the Traffic Management Act and as Scarborough
Borough Council are making a claim they must give a legal definition of parking
and where they obtained it.

I once again request a FULL VAT invoice - “otherwise Scarborough Borough
Council are encouraging me to commit VAT fraud.

Council reply is as follows:

Totally "pied me off"!!

Notice that the email came from the councils solicitor!!

Any advice on the options that are now open to me? ... they obviously DON'T want to admit that there's is NO direct reference to the word "parking" in the traffic act.

Maybe something along the lines of, You have made a claim that i contraveined
the Traffic management act ,despite many requests you have not been able
or chose not to give a legal definition for your claim .therefor i consider your
claim void.
To me it seems very clear ,all they had to do was to give the
definition.Why didn't they ?
