I personally cannot find any legal definition for the word parking, except for a term relating to securities in the banking industry.

This story is way hyped up and one ponders what the real reason for this story is.

Is it really about bad signposting in Coventry or is it about pushing into the mindset of the public that this 'Traffic Penalty Tribunal' (TPT) is some legitimate legal body?.

The Traffic Penalty Tribunal comprises individually appointed independent adjudicators and a small team of administrative staff who work on their behalf.

Adjudicators consider appeals in relation to Penalty Charge Notices (PCNs) issued by councils in England (outside London) and Wales for parking, bus lane and, in Wales, moving traffic contraventions (such as box junctions and no right turns).

Appeals are also considered in relation to PCNs issued by the Secretary of State for Transport for failing to pay a charge at the Dartford-Thurrock River Crossing, by Durham County Council at the Durham congestion charging zone and by Halton Borough Council at the Mersey Gateway Bridge Crossings.

.....But decisions of the tribunal are subject to judicial review in the High Court......


All seems like a self justification and legitimisation process to me. What's next hall monitors?, we could call them police community support officers and in time people will think they are police and in more time we can scope creep and increase their perceived powers.
