PCS Parking Charge Notice
Hi there, I received a parking charge from PCS for £60. Where I parked had very faded double yellow lines, which I didn't notice at the time, and also numerous signs stating 'no parking' which were either zip tied to a fence or were high up on a building, which I also didn't notice until I went back and had a look. I was there less than 2 minutes whilst my son jumped out and got a pasty from an empty Greggs shop - it was New Years eve so hardly anyone was out and about on the roads! I appealed against the charge and told them I had my disabled mother with me who has a blue badge. They've rejected the claim and given me 14 days to either pay up or appeal to POPLA, if not I could possibly face debt recovery procedures or county court action. They said they will not discuss the legality of parking on private land or of the landowners right to impose parking conditions. I'm really not happy about paying this nor am I happy about the threatening tone. Any assistance would be greatly appreciated. Thank you.

There's no downside to a POPLA appeal, in fact the parking company gets charged for the service whether the appeal is successful or not.
Normal advice for private parking charges applies as always. Don't say anything to indicate who was driving at the time, as a claim against you as "Keeper" requires them to jump through more hoops. Check the signage to see if the company name on the sign matches the company chasing you just now.
In addition get a witness statement from your blue badge holding mother making that as factual as possible, for example stating which authority issued the BB, and confirming the BB was on display at the time.
