Hi everyone, i'm very much a noob on this site and this is the first thing i've needed help with, never had to fight a case or send any letters so would really appreciate the help!

My partner has a £350 fine for a car related issue, the first letters were sent to an address he no longer lived at and so the fine amount increased since he missed the letters, and it's now been probably about a year since the letter He's not been able to get anything out of them in regards to what exactly he is being fined for, all he's been able to find out is that it's "car related". We think probably parking? Not sure though.

He's now been sent a "Further Steps Notice" letter and has 10 working days from the day of the notice to reply or pay the fine (now only a couple of days as it was received last week).  It says he has the right to appeal to the Court against the Fine Officer's decision.

What exactly can we respond with? Is there a letter template or something we can use? Not sure if the 3 letter process would work as we're not currently dealing with bailiffs?

It's also obviously addressed to his name in capital letters, so the fictional entity as opposed to the human.

Please help, thank you!

There is something not quite right about this.

If as you state you have court paperwork it should say exactly what its for?

Since late 2018 its true that courts police etc are ignoring most people.  They follow what they have to & then stop, expecting compliance from all. You should not be sent paperwork without stating why you are being fined £350.

As you have only 2 days left get in touch with the court & ask questions such as 'what is this paperwork for?'

Use Commercial law maxim 7 which states "for any matter to be resolved it must be expressed" and if it is not expressed their is no claim, tell them this and ask who is making this claim and who is accepting liability.

You should contact the court to find out details.  Just pure guesswork, but if no prior correspondence was received then it's unlikely to be a moving traffic offence as that would typically be over £800 by this stage.  Equally it seems high for a decriminalised or private parking violation.  So it's really anyone's guess until you contact the court.  

Once you have that we can advise how to move forward. If it was a criminal conviction then you can perform a Statutory Declaration to have it reset.

Edit - just had another thought.  Get your partner to check her driving licence online, to see if any conviction or points have appeared.  

Also check and confirm 100% that the address on the V5C and on her licence are both correct, and get them updated if not.  We see loads of people in this situation with speeding or similar offences where lack of response to the original NIP/S172 lands them with 6 points and £800 instead of a course or worse case £100 and 3 points.

In addition to the above, check it is not a cloned vehicle as this is more common than people think, people have been getting alleged fines from places they haven't even been to.
