Easiest way to understand the difference is a Promissory Note has two parties, a Bill of Exchange has three.

Promissory Note - person A issues the note promising to pay person B. In due course person B presents the note back to A, and gets paid.

Bill of Exchange - person A draws up the bill instructing a third party C to make the payment. Person A gives the bill to person B, person B presents it to C and receives payment. A cheque is an example.

Correct FF just as in the commercial instrument we receive with our statements of Public Account.
