Its actually quite simple:
All legislation is set by primary legislation set out in the public health act 1984 and this is to protect peoples health.
When they introduced the various covid legislation it is based upon primary legislation and nowhere in the primary legislation does it state people can be detained in their homes or other place, and they cannot be limited in their travel, Common Law also puts the burdon of proof on the po-lice and its not the job of the lice to illegally detain people to try to find this evidence.
Enter International Human Rights legislation which says people cannot be detained above certain periods as this is classed simply as "in custody" and is highly illegal and unlawful.
Lice dont issue fines as only a court can issue a fine and any fine must be proportional to the offence, hence the rules for fines.
This means the Government knows covid is a scam and sooner or later this truth will come out and through a court which will set a legal or lawful precedent and the claims will me massive.
Back to primary legislation, as it does not mention any form of detention then the secondary legislation is already invalid where it seeks to detain people anywhere, and, if they are not detained in an approved environment then not only is this unlawful detention but a mass unlawful detention in unsuitable and unapproved locations and this is a clear breach of international human rights legislation and class actions are already in the pipeline.
Next to the claimed fines, any fine must be resonable and proportional to the offence, as the lice are issuing fines then they are illegal and void, the lice are not a court, there own guidelines suggest a fine of £250 maximum for this type of offence and £10,000 is well above this and disproportional to the offence, it fails to take into account peoples circumstances and breaches other human rights.

The Fixed Penalty amounts aren't made up by the Police, they're written into the SIs.
What's anomalous compared to say parking or bus lane infringements is that they've set the escalating figures higher than it is likely a court would impose as a fine. I would also question whether the Police are clearly informing that people have the right to decline the FPN and opt for court, and they have to positively assert that choice.
