Returning to the uk and dealing with contact tracing/quarantene
Having just come back from an extended trip abroad, I made the error of not filling out a contact trace form or passinger locator. On the way out it was no biggy as I was handed a printout to fill in. So I was quit supprised to find a border force goon get shirty with me for not filling one out and want to take an official statement. I decided to give him my name rank and serial plus a dozen other details as I am sure they could have arranged a nice little cell or other worse penalties.
A few days later I got an text messege supposedly from a contact tracer asking me if I was self quaranteening, and if I had left my house. How should I handle it?
Could I ask for a name rank and official capacity, plus legislation autherising such data request, plus data protection policy in complience with current gdpr legislation, after all it could be a scam.....

I think you only need to ask 'Am I obliged to answer that? If so please

Yep and also MANDATORY is not a substitute for a LAW! Amazing how people think the two are the same. Get an education for heaven’s sake...

Sorry for the rather slow reply... I thought this topic had gone down a cul-de-sac.
For my troubles of disclosing personal info to the border force guy I got a 'notice of intention to serve a fixed penalty notice.
Snappy and original title doc I am sure you will agree. The said officer said I would get a formal decision on whether they would fine me for not filling out the form in advance.

You raise an interesting problem; when going though uk immigration control could you refuse to fill out any paperwork?
I will give the proviso that in this instance said individual has a uk valid passport.

Issue a penalty charge notice and fine you? WTF.
Fines are for criminal matters and as they are not the lice they cannot fine you.
Penalty charge is a civil matter.

They're set out in a number of Statutory Instruments. I don't know if you call these "rules" or "laws". I think the relevant one would be ..assassin wrote:Laws and NOT rules.

Interestingly the legislation continually refers to 'a person'. How does one present oneself to any authority be that border force personal, police etc without falling into the person trap?
For example without a presenting Passport or possibly Driving Licence which I presume puts you into their jurisdiction how are you going to pass their border and re-enter the country?

I believe it can and has been done. I presume you invoke your inalienable

If you have time to find some evidence of that I would love to see it.... Going forward with this corona nonsense having such a tool to rely on would be invaluable.

I do recall this being addressed a few years ago & unless I am mistaken
