How does the following work for a canoeist paddeling a canoe that only has room for one person?

That's an interesting point. They seem to have defined "vessel" as meaning "vessel". I suppose the point is that they're not limiting the provision to only power driven vessels, unlike say Loch Lomond. So I guess it comes down to the normal english language definition of "vessel".
The Canal and River Trust clearly think a canoe falls within this definition. But then again they thought that of a houseboat and the courts have disagreed.
