Energy supplies do not fall under the Consumer Credit Act. There were some aspects that might have done so, for example the Green Deal, but legislation was specifically passed to exempt these.
Even if they did fall under the CCA, why would you consider a Supplier to be a broker?

Part was covered by the Energy Act 2011, but there was also The Consumer Credit Act 1974 (Green Deal) (Amendment) Order 2014. I think the latter arose from powers given by the former. Either way the amendments were written into the CCA itself. But my point really was that a broker does not provide credit themselves, they fix you up with a deal with someone who does. Hence the bits about reclaiming broker's fees under some circumstances if the credit they're trying to arrange doesn't come off.
